Ursos Arctos

Around the early part of 1861, a young Greek immigrant named Ursos Arctos found himself in the beginning of the greatest conflict in American history to date. The Nosferatu clan, one of the most influential and most powerful of the time, found themselves lacking the manpower to protect their interests from the hordes of Confederate soldiers that they knew would soon be canvassing the area looting and pillaging. They began a mass embrace of sorts to bolster their ranks. Ursos was embraced as a haven protector and assigned to keep mortal soldiers out of the area. No one knew how good he would become at this and there are still legends of his deeds in the area today.

 

Ursos would creep among the soldiers' encampments in the dead of night, spreading nightmares and a sense of dread among the sleeping rebels he passed in the dark. This feeling of dread would last for days afterwards and even effect the troops' morale and performance in battle.

 

Stories of "The devils shadow" were spreading like wildfire among the troops. These stories said that this shadow would lure sentries into the woods and they would never be seen again. When patrols were sent to find this evil shadow, it would lead them into the darkness and only a sole survivor would leave babbling about ghosts and beasts in the woods.

 

At night inhuman screams would pierce the darkness and wither men's courage. Towards the end of June in 1863; another incident happened before the Battle of Gettysburg stated that one morning a troop of cavalry woke to find all their horses drained completly of blood. Ursos had become the thing that went bump in the night.

 

Ursos was recruited into the Carthian movement to help build a system like the one he had unknowingly helped defend in the war. It was thought that this would be the ideal system to govern kindred in the nights ahead. The Carthians just needed some individuals that were not afraid to get their hands dirty.

 

Ursos was eventually sent to Chicago after the great war to help build up the Carthian influence in the chaos that would surely follow.Ursos became a well known name among the labor unions using them to benefit the Carthians and hamper the invictus during the struggle of those two coveneants. It is said that "if you want work done in chicago you need the unions, and if you need the unions you need Ursos."

 

After being in Chicago and establishing his interests in the city with the Carthians Ursos started hearing of a giant man eating rats by the docks. Fearing some rouge nosferatu Ursos started investigating these reports with the hope of bringing this individual, if kindred, into the Carthians. After watching this huge man for several nights Ursos saw him take the final step by draining a man and leaving him in the open. Ursos approached him cautiously and said he could help him understand what he was. After hiding the drained body, Ursos learned that this mans name was Sven Johansen an immigrant from Sweden. Ursos took Sven under his wing and taught him what it was to be Kindred. The friendship between the two grew strong and Ursos believes that he would not be where he was today if not for Sven's strong friendship and his unique ability to "Break Things."

 

 
Elections and Offices
Ursos Actos has the distinction of being party to two separate claims of Praxis in one year, two thousand and six. The first failed immediately to gain any ground. The second took place several months later in partnership with EC Featherby. The latter claim had marginally better results for Arctos: in negotiating the termination of the claim with the recrudescent Farragut, the Carthian secured the position of Scourge for himself and Prince’s Harpy for fellow Carthian Alex Crane. Certain elements of a Carthian Constitution were also made into law, delivering elections to certain territorial officials.
 
Arctos is also known to bear the distinction of being the first Carthian Prefect not named ‘James Milligan’ for the last hundred years or so. Outside the Movement, rumor has it that the election was closely contested, down to single votes. In a sense, the prefecture election began the chain of events which began pushing Milligan out, and has led most recently to Ed Edison replacing the former Prefect as Regent of the Northeast.
 
Indictments
After catching a series of harsh reprimands for his incidental involvement in the death of then-harpy Charles Guiteau, Arctos’s name has been inveighed against not infrequently. Shortly before his second Praxis he was accused vociferous by members of the Invictus for having stolen a flamethrower (from the Invictus, naturally), and thus violating the Prince’s laws regarding the possession of weapons which destroy kindred en masse. After forming the party of the second praxis, the missing flamethrower appeared, and was thoroughly destroyed.
 
Some time after the destruction of the Sacred Cross Church in Champaign-with which he was later implicated-Ursos Arctos returned to the prison-escape-spotlight when he sprung an ambush in Chicago to apprehend Phaegan Sykes, an equally infamous reprobate from Urbana. His stated purpose was carrying out the Prince’s laws after Sykes had attempted to distribute high explosives in Chicago. The effort created a great stir, a lot of bothered kindred, but failed to seize the target and earned Ursos a firm rebuke from the Prince. (Sykes-who’d earlier supplied the flamethrowers-eventually had an unofficial bloodhunt called against him by Prince Farragut)
 
Somewhere around this time, Ursos’s complexion inexplicably changed from its Mediterranean appearance to a paler, more androgynous appearance.
 
The latest and possibly final chapter for Arctos began with the claim of Praxis by Jobe Webster against Farragut. The claim failed, and roughly a month thereafter Webster was killed. Ursos Arctos admitted publicly to the murder, upon the premise that the Prince had commissioned the act. When in public discourse it became clear that Arctos was going to be held accountable for the act, along with Ed Edison and Dante Minelli, those Carthians claimed that Stagger Lee participated in the act, and even struck the killing blow on Webster. A bloodhunt was declared, with the specific language that it was only to be carried out in Chicago, thus creating a window of opportunity for Arctos to live on in exile.
 
Arctos began his exile in Aurora, swearing that he would not allow himself to be exiled from the city. His claim seemed to be supported at large by Clan Nosferatu. However; before any progress was made on that front, Ursos got into a fight with a notable Sanctum ruffian in Champaign and left in torpor. His person was entrusted to the domain’s Archon to be delivered to Prince Farragut, such that in all likelihood he would be destroyed. At the unyielding insistence of Clan Nosferatu, Arctos’s sentence was commuted from death to being mercifully encased and concrete and sunk to the bottom of Lake Michigan.
