Powerfully built and bald, Tim Driscoll is technically not a citizen of Chicago. Rather, Driscoll is a small time smuggler who regularly runs between Canada and the States moving cheap drugs for cash. He makes his home where the road deposits him in the morning, and that has occasionally led him into Chicago and the Oriental Hotel where he is known for running up a heafty tab and failing to pay.

Tim, as a traveler of many roads not visited by others, sometimes serves as a conduit of news from regions unfamiliar to Chicago citizens. Some say, for example, he is very familiar with the goings on in Joliet.

Driscoll's thick Irish accent is distinctive and nearly unmistakeable to those that have heard it before.
