Penned in 1994, the Goose Island Compact described the manner in which the Regents would maintain control after the absence of Prince Farragut.
Among other things, the Compact specified that
- The present Regency boundaries were immutable. Every part of the city was under control of a Regent, so no changes to present borders would be necessary. Excepting of course, Carthan control over Goose Island itself, which had previously not been under the direct control of any Regent.
- The Regents would hold power in their individual Regencies, agreeign to control any outbreaks that might threaten the greater good of Kindred. Elysia are excepted as they are viewed to be the responsibility of all Chicago Kindred.
- The Regents will support each other's decisions, so long as those decisions don’t threaten the "greater good."
- A Kindred accepted in one area of the city is allowed to travel anywhere within city limits, but requires permission from the local Regent before they set up a haven (business interests and allies were not included, however).
- No provision was made for the removal or replacement of a Regent. Since the Compact's adoption, two Regents have been appointed, the first being E.C. Featherby, who replaced the destroyed Harrison Whyte as Regent of the Northwest and Abraham Gustafson who was appointed Regent of the Southwest in place of the departed Eamon Pryce.
